The “FirstNet-Ready” Mobile Office: Top Considerations for Connecting First Responders

First-response mobile workforces face the most demanding and often dangerous work environments—they cannot afford to be disconnected from dispatchers and operations, even for a few minutes.

For reliable and responsive in-vehicle communications, many organizations are turning to the latest wireless technologies that have the capacity to operate on today’s commercial networks and FirstNet.

Introduction

First responders face the most demanding and often dangerous work environments, performing jobs that are critical to our infrastructure – protecting public safety, transporting patients to hospitals, and fighting fires. And there are others that provide critical support to these first responders – transit agencies operating mass transit vehicles and utilities maintaining the power grid just to name two.

None of these workers can afford to be disconnected from dispatchers and operations even for short intervals. Police cruisers are outfitted with cameras, license plate readers and laptops, and officers are now outfitted with body-worn cameras. Emergency medical crews generate patient care records on-scene and transmit ECGs to hospitals, and some are using telemedicine to communicate directly with physicians. Fire crews use computers to plan their approach and access building plans prior to arrival. Transit vehicles have fare payment and route management systems that need to be connected, and new vehicles are being outfitted with video cameras that provide on-board security and situational awareness, Utilities want to ensure they can accurately dispatch and enable crews to deal with power disruptions.

The vehicles used by all these workers are “mobile offices,” and demand highly reliable and resilient connectivity. In order to assure this connectivity, the public safety community demanded a separate network for first responder communications and interoperability. In the US, legislation was passed in 2012 that reallocated Band 14 spectrum (700MHz) to public safety and created the First Responder Network Authority (FirstNet Authority) to ensure the network was realized. In 2017, the Authority awarded the build-out and operation of the network – also known as FirstNet™ – to AT&T. The network is designed to accommodate primary first responders and “extended primary users” – those that assist primary responders in carrying out their duties. FirstNet™ was launched in 2018 and today, almost 1.5M subscribers are using it for communications. As part of the FirstNet contract award to AT&T, all AT&T commercial bands with priority and pre-emption were also offered to FirstNet subscribers – in addition to the dedicated band 14 spectrum. All this aggregated bandwidth is now available to FirstNet.

As more agencies move to take advantage of the FirstNet network, they are faced with the challenge of deploying technology that can leverage this network while keeping data secure and ensuring that mobile workers can get the support they need in the field.
