What Is FirstNet? How It Works With Two-Way Radios

Public safety work has always centered on voice communication, but voice is only part of the job today. Officers pull up building layouts before entering a scene. Firefighters check hydrant locations from a truck-mounted computer. Dispatchers watch live camera feeds while an incident is still unfolding. All of that depends on data moving across a network, not just radio traffic moving across a channel.

FirstNet is the network many agencies now use to carry that data, but it’s often misunderstood. Some agency leaders assume FirstNet is simply a phone plan. Others wonder if it will eventually replace their P25 radio system.

Here’s the distinction. FirstNet is a nationwide public safety broadband network, and it does not replace an agency’s P25 land mobile radio (LMR) system. The two technologies work side by side, with LMR handling voice communication for dispatch and field operations while FirstNet supplies broadband connectivity for data and cellular-based applications.

Quick Answer: What Is FirstNet?

FirstNet is a nationwide wireless broadband network built for public safety use. Congress created the FirstNet Authority in 2012, after years of discussion about the communication problems agencies ran into on 9/11. The FirstNet Authority oversees the network’s mission, while AT&T builds and operates it under a 25-year public-private partnership that began in 2017. FirstNet gives eligible public safety users priority access to broadband service, along with dedicated access to Band 14 spectrum when demand spikes. FirstNet works alongside a P25 or LMR radio system. It does not take its place.

Why Was FirstNet Created?

On September 11, 2001, first responders in New York City ran into a problem that went beyond the scale of the tragedy itself. Their radios couldn’t talk to each other across agencies, and the commercial phone networks nearby were overloaded within minutes. The 9/11 Commission later pointed to that communication breakdown as one of the failures that cost lives that day.

Congress spent years working through the policy and funding questions that followed. In 2012, it passed the Middle Class Tax Relief and Job Creation Act, which established the First Responder Network Authority, known today as the FirstNet Authority. The law set aside 20 MHz of spectrum, called Band 14, and directed about $7 billion toward building the network. AT&T won the contract to build and operate it in 2017, and nationwide Band 14 deployment began the following year.

The larger goal was pretty clear. Public safety agencies needed a broadband network built around their needs, instead of competing with everyday consumer traffic for network space during the worst moments of the day.

How Does FirstNet Work?

Band 14, priority, and preemption are the three concepts that explain most of what agency leaders need to know.

Band 14 Gives Public Safety Dedicated Spectrum

Band 14 is a block of radio spectrum the federal government set aside for public safety use. Picture it as a lane on a highway reserved for emergency vehicles when traffic backs up. Under normal conditions, FirstNet users also travel on AT&T’s regular commercial spectrum, so a FirstNet connection isn’t limited to Band 14 alone. 

But during a hurricane, a large public event, or any incident that draws a crowd, Band 14 can be reserved for FirstNet’s public safety traffic. Devices built for the network, sometimes called FirstNet Ready devices, are designed to reach Band 14 automatically when it’s available.

Priority Puts Public Safety Traffic Ahead

Once a device connects, priority governs how networks decide which data moves first when things get crowded. A commercial network handles calls, texts, and video streaming for millions of everyday users, and that same network can slow down fast during a storm or a major event. Priority tells the system that a police officer’s records request or an EMS crew’s video feed should move ahead of a stadium full of people checking social media at the same time.

Preemption Goes One Step Further

Priority moves qualifying traffic to the front of the line. Preemption goes further. It can free up network resources by moving lower-priority traffic off the network so a public safety user can get through, even when the network is at capacity. FirstNet describes priority and preemption as “always on” for its primary public safety users, meaning agencies don’t need to request it in the middle of an incident. It’s built into the service from the start.

Who Is Eligible for FirstNet?

FirstNet eligibility falls into two general categories: primary users and extended primary users. Primary users are agencies whose main mission fits squarely into public safety. 

Here are some common examples:

  • Law enforcement
  • Fire departments
  • Emergency medical services
  • Emergency management offices
  • The National Guard

These agencies typically qualify for full priority and preemption at no added cost for the FirstNet feature itself.

Extended primary users are organizations that directly support public safety operations without being a traditional first responder agency, such as utility crews, transportation departments, healthcare organizations, and school security teams, depending on their role.

Access levels differ between the two groups. FirstNet currently states that extended primary users can purchase First Priority service, but they cannot invoke preemption the way a primary agency can. Funding is worth planning for early, since FirstNet and P25 grant guidance often covers both technologies together rather than treating them as separate purchases.

Does FirstNet Replace P25 Two-Way Radio?

No. FirstNet does not replace a P25 radio system, and it was never built to.

The two technologies handle different jobs. Project 25 (P25) radio systems remain the primary voice layer for public safety, supplying the dispatch communication, talkgroups, and direct radio-to-radio transmission agencies rely on every shift. LMR infrastructure is built and owned by the agency, or a regional authority, so it doesn’t depend on a commercial cellular network to work during a storm, an outage, or an area with limited cell coverage.

FirstNet supplies broadband connectivity instead. It’s built to carry data-heavy applications that would be impractical, or impossible, to send over traditional P25 infrastructure. 

Here is what that includes:

  • Maps and location information
  • Photos and video
  • Database queries and record checks
  • Mobile applications
  • Broadband push-to-talk
  • Device software updates

Rather than treating FirstNet and LMR as competing choices, most agencies are moving toward a combined approach, using LMR for voice and FirstNet for data, including broadband push-to-talk options that show how LTE push-to-talk fits alongside two-way radios rather than replacing them. FirstNet describes its broadband service as a complement to the local land mobile radio systems agencies already operate, not a substitute.

How Does FirstNet Work With Motorola Two-Way Radios?

A feature called SmartConnect can use that broadband connection to keep a user linked back to the P25 system when LMR coverage thins out, such as deep inside a building or near the edge of a coverage area.

What About WAVE PTX?

Motorola WAVE PTX provides push-to-talk over broadband, letting authorized users on smartphones, tablets, computers, or dedicated broadband PTT devices communicate beyond the coverage area of a traditional radio system. FirstNet can supply the cellular data path that carries this traffic, while WAVE PTX supplies the push-to-talk application riding on top of it. That means a dispatcher, a school administrator, or a supervisor without an assigned radio can still join a talkgroup from a phone.

FirstNet vs. Verizon Frontline vs. T-Mobile T-Priority

Agency leaders comparing FirstNet vs Verizon Frontline, and now T-Mobile T-Priority, have more public safety-focused cellular options than they did a few years ago. None of the three is automatically the better choice, since each fits differently depending on an agency’s coverage area, carrier relationships, and existing contracts.

Qualifying T-Mobile users and services reach that priority and preemption level once they’re enrolled through the Wireless Priority Service (WPS) process.

For most agencies, the right choice depends less on which carrier has the loudest marketing and more on department-specific questions. 

  • Which network already performs well in the areas where personnel respond? 
  • Which devices, including any FirstNet compatible radios already in the fleet, are certified for that network? 

A network that performs well downtown may behave differently in a rural county, so coverage testing in an agency’s actual response area still matters more than a spec sheet.

What Should Agencies Consider Before Adding FirstNet?

Before adding FirstNet, or before weighing it against Frontline or T-Priority, it helps to work through a short list of questions.

  • Coverage. How does the network perform across the agency’s full response area, including large buildings, parking structures, and the rural edges of the district?
  • Existing P25 system. What role will LMR continue to play, and how will FirstNet fit alongside it rather than replace it?
  • Devices. Which radios, smartphones, tablets, modems, and other hardware need a broadband connection?
  • Applications. Will personnel rely on mapping, video, database access, WAVE PTX, SmartConnect, or other broadband tools day to day?
  • Interoperability. How will personnel using broadband applications stay in contact with those on traditional LMR channels?
  • Backup plans. Would a second connection path lower how much the agency depends on any single network during an outage?
  • Eligibility. Which personnel and partner organizations qualify as primary users versus extended primary users?
  • Operational policy. When should staff default to LMR, and when is a broadband application the better tool for the job?

The real question for most agencies isn’t “should we move to FirstNet.” It’s “where does FirstNet fit within a communications plan that still relies on P25 for voice?

FirstNet has changed what public safety agencies can do with mobile data, but it hasn’t changed the case for a dependable P25 radio system. Agencies that get the most out of FirstNet are the ones using it for what it does well, broadband data, video, mapping, and applications, while keeping voice communication on LMR. Frequently Asked Questions

Is FirstNet the same thing as AT&T?

Not exactly. AT&T builds and operates the FirstNet network under a 25-year contract, but FirstNet itself was established by Congress and remains overseen by the federal FirstNet Authority, not by AT&T alone.

Do P25 radios work with FirstNet?

Some modern P25 radios include built-in LTE connectivity, which lets them work with FirstNet. Motorola’s APX NEXT and APX N70 are both examples. On these devices, the P25 side handles voice communication while the LTE connection handles data, and the two functions work together rather than replacing one another.

Can FirstNet replace two-way radios?
